1. finding and evaluating effective solutions to the health care benefits challenges of large employers;

2. identifying and disseminating best practices and innovative ideas for empowering and engaging employees and their dependents in the health care process;

3. identifying gaps in effective programs and practices and influencing industry to fill the gaps;

4. promoting effective public policies;

5. promoting individual accountability and consumerism in all types of plans and financing methods.
